The game is based in the same universe as the previously game's tho we have moved on to a new land "Skyrim" A country just North Cyrodil (from Elder Scrolls IV: Oblivion).
As shown on the map it's quite north and that will probably resolve in Mountains, snow, Vikings and Dragons.
